A ';proposed'; amendment can have 100% approval by the entire world but unless 38 states in the Republic of the United States votes affirmative for the change, it will never be part of the Constitution.

Notice that two paths don鈥檛 even mention the US federal government.








Two paths originate with the states and all paths terminate with the states.








The Federal government鈥檚 ability to change, access to and power over the Constitution is exactly the same as the General Assembly鈥︹€hich is no ability, no access and no power to change the Constitution of the United States of America. A vote of approval by Congress or the UN General Assembly is not binding on the states.

There is no Federal general assembly. And the answer is NO. To amend the U.S. contitution, there is a very difficult and lengthy process. The process, in the end, requires 3/4 of the states to ratify the amendment.
Yes they can. In order for the proposal to be enshrined in the constitution, it will also require the approval of 3/4 of the states.

Actually, the UN General Assembly can approve anything it wants, but something like this would be of no force or effect with respect to the US Constitution. A foreign body has no authority at all to change the US Constitution.
No... It takes 2/3rds of *both* the House and Senate to *Propose* an amendment.. *THEN* 2/3rds of the States must vote to ratify the Amendment... The US has no General Assembly.
